HUD Fair Market Rents — ZIP Code 16115

Fair Market Rents (FMRs) are published annually by HUD and represent the 40th percentile of gross rent paid by recent movers in each metro area or county. They set the ceiling on what the Section 8 Housing Choice Voucher program will subsidize. Your local Public Housing Authority may set a Payment Standard between 90% and 110% of the FMR; some PHAs have received special approval to go up to 120%.

To see the exact FY2026 Fair Market Rents for ZIP code 16115, enter it in the Section 8 calculator above. The calculator maps your ZIP to the correct HUD metropolitan area, looks up current FMR data from the HUD API, and estimates your voucher amount based on your household size and income. Results are updated in real time when HUD releases new data each fall.

Section 8 voucher holders can use their subsidy in any jurisdiction nationwide, not just where the voucher was issued. This "portability" provision lets households move to areas with better employment or school opportunities. When you port your voucher, the receiving PHA will apply its own Payment Standards, which may be higher or lower than your issuing PHA's standards.

What is a Fair Market Rent (FMR)?
A Fair Market Rent is the 40th percentile of gross rent paid by recent movers in a metropolitan statistical area (MSA) or county, as determined by HUD's annual American Community Survey data. FMRs are used to set the maximum rent that can be subsidized under the Section 8 voucher program.
Does the Section 8 voucher cover the full rent?
Not necessarily. The voucher covers up to the local Payment Standard (typically 90–110% of FMR). If a unit's rent exceeds the Payment Standard, the tenant pays the difference in addition to their 30% income contribution. Units must also pass a Housing Quality Standards (HQS) inspection before the PHA will approve the lease.
Can I use my Section 8 voucher outside my home city?
Yes. Under the "portability" provision of the HCV program, you may transfer your voucher to any jurisdiction in the country after living in your issuing PHA's jurisdiction for at least 12 months (or immediately if your initial unit is outside the PHA's jurisdiction). Contact your PHA for portability paperwork.
